Low Income Energy Assistance Program - LEAP


The LEAP program is coming to an end, apply soon before the funds get depleted. The LEAP program is designed to help you if you’re behind on your electricity or natural-gas bill and face having your service disconnected. Emergency financial assistance is provided on a first-come-first-served basis. Funds may be limited. Grants are issued on your behalf and paid directly to your utility. You will not receive a cheque.

How much can I expect?

You can get up to $500 in emergency assistance for your natural-gas bill and $500 for your electricity bill ($600 if your home is heated electrically). The help is available only if you are behind on your bill – or in arrears – and may face having your service disconnected. It is meant for emergency situations only, not to provide you with ongoing help to pay your bills.

How do I apply?

The best way to apply is to contact one of the registered intake agencies. For Alectra Utilities, please contact Dixie-Bloor Neighbourhood Centre 905-629-1873 and an agency representative will guide you through the process.

You must provide the following documents:

  1. identification
  2. current electricity and gas bills
  3. disconnection notice, if you have received one
  4. copy of a rental contract, lease or mortgage documents
  5. proof of household income – cheque stub, employment letter, income tax return for adult members of household
  6. copy of your most recent bank statement

Emergency financial assistance is provided on a first-come-first-served basis. Funds may be limited. Grants are issued on your behalf and paid directly to your utility. You will not receive a cheque.

Additional help

The intake agency may also be able to help you:

  • suspend disconnection for 21 days
  • get more time to pay overdue bills

What is the difference between OESP and LEAP?

The OESP is intended to provide ongoing monthly bill payment support to low-income customers for electricity.

LEAP offers one-time support for customers who are temporarily unable to make ends meet due to emergency or illness. It can be used for natural gas or electricity bill.

In some circumstances, you may qualify for both OESP and LEAP programs.
